Background

The gaming industry in Europe is growing in all gaming fields, and it is expected to generate up to EUR 180 billion by 2021. During 2018 over 2 billion people were engaged in various types of gaming activities from console and online casinos to mobile gaming.

In Germany, the main legal framework governing online gambling has been the Third Interstate Treaty for Gambling (Glücksspielstaatsvertrag or GlüStV). This has traditionally been loose coordination of laws among the 16 federal states which enforced such laws on a state-by-state basis. Now that it has been set aside, Germany’s states are quickly moving forward to ratify and put into effect a new Gambling Treaty, Glücksspielneuregulierungstaatsvertrag (GlüNeuRStV). 

This is set to go into effect in June 2021. The new treaty will also serve as the basis for a transitional period where gaming providers who conform to the new rules, regulations, and license requirements (namely player ID verification, age verification and responsible gaming) can operate as early as October 2020. So, it is time to act now!

This transition period will allow operators to offer sports betting, casino, and poker games, which will ultimately encourage players to move away from the black market.
